Finance Ministry Places OFZ Worth 505.5 Billion Rubles in Q2 2024, Raises Q3 Plan to 1.5 Trillion
Russia's Finance Ministry placed federal loan bonds (OFZ) worth 505.5 billion rubles in the second quarter of 2024, which corresponds to only 50.55% of the quarterly borrowing plan. Investor demand during the quarter shifted toward floating-rate bonds, and the placement plan for the third quarter was raised to 1.5 trillion rubles, according to PRIME.
Second-quarter results: about half of the plan
From April through June 2024 the Finance Ministry held regular OFZ auctions, and the total placed volume over the three months amounted to 505.5 billion rubles. This result delivered 50.55% of the quarterly plan: in other words, the ministry attracted on the domestic debt market slightly more than half of the funds scheduled for the quarter.
The quarterly outcome serves as a reference point for the entire annual borrowing program: the degree of plan fulfilment shows how much of the offered volume demand for government bonds is ready to absorb under current market conditions. In the second quarter of 2024, demand proved sufficient for roughly half of the planned placement volume.

Demand shifted into floaters
The defining feature of the second quarter was the change in the structure of investor interest. The main demand shifted into floaters — federal loan bonds with a floating coupon (OFZ-PK). The coupon of such bonds is not fixed at placement: it is recalculated periodically from a reference indicator, so the bond's income follows movements in market rates.
This very property makes floaters a hedge against the risk of market re-pricing when rates move: the coupon income on such papers moves together with the current conditions of the money market. In the second quarter of 2024 the main flow of investor funds went into this segment of the OFZ market, while interest in fixed-coupon issues proved less pronounced.

Third-quarter plan raised to 1.5 trillion rubles
Following the second-quarter results, the Finance Ministry revised its borrowing target upward: the OFZ placement plan for the third quarter of 2024 was increased to 1.5 trillion rubles. The new target noticeably exceeds the actual placement volume of the completed quarter, 505.5 billion rubles.
The raised plan means that in July through September the ministry intends to bring a substantially larger volume of government bonds to auction. How evenly this volume spreads across the quarter's auctions will depend on investor appetite — above all in the floater segment, which became the centre of demand in the second quarter.
What the results mean for the government bond market
The picture of the second quarter adds up to three observations. First, a placement of 505.5 billion rubles at 50.55% plan fulfilment points to moderate but steady demand for government bonds. Second, the concentration of demand in floaters indicates investor caution toward interest-rate risk. Third, the increase of the quarterly plan to 1.5 trillion rubles shows the ministry's intention to expand borrowing volumes in the second half of the year.
