MOSCOW, October 15, 2025 — Russia's crude oil production in September 2025 stood at 9.321 million bpd. Measured against the country's OPEC+ quota, the month closed with a shortfall of 94,000 bpd: on the reported figures the implied production ceiling for September was about 9.415 million bpd. The reading confirms that the autumn production profile is being shaped by quota discipline rather than by a lack of physical supply capacity.

The September result also sets the reference point for the monitoring procedure inside OPEC+: monthly deviations from quota, whether shortfalls or overproduction, feed directly into the compensation arithmetic that each participant runs with the group's secretariat.

August and the two-month picture

In August 2025 Russia produced 9.173 million bpd, which was 86,000 bpd below its quota and implies a ceiling of about 9.259 million bpd for that month. Month on month, September output therefore rose by roughly 148,000 bpd, while the gap to the quota widened slightly, from 86,000 bpd to 94,000 bpd, as the permitted level rose faster than actual production.

Room to grow without touching the compensation schedule

Alongside the production figures, the October 15 coverage carries two policy signals. First, Russia has the potential to increase its oil output: the September level of 9.321 million bpd is not a physical ceiling, and spare capacity remains available should the OPEC+ framework allow it to be used.
